Graduated in construction and spatial management from the University of Warmia and Mazury in Olsztyn, as well as postgraduate studies in informatics and energy efficiency
in construction.

From 2012 to 2015 Deputy Director of the Department of Spatial Management and Construction at the Ministry of Transport, Construction and Maritime Economy, later the Ministry of Infrastructure and Development.

Since 2015. Undersecretary of State and from November 2017 to March 2018. Secretary of State in the Ministry of Infrastructure and Construction and Government Plenipotentiary for the Construction of Housing in the National Property Stock and for the Government Program for the Development of an Integrated Property Information System.

Since August 2018, he has been the Acting General Director of National Roads and Highways.
