A graduate of law at Adam Mickiewicz University in Poznań and postgraduate studies at the National School of Public Administration in Warsaw. He has many years of experience in management and financing of railway transport. At the Ministry of Finance, he was responsible, among other things, for the financing of transport infrastructure. Since 2010, with a two-year break, he has been Deputy Director of the Railway Department in the Ministry of Infrastructure. He is responsible for passenger and freight rail transport and international affairs. He has participated in the works on the development of the Community railway law – both at the national forum and in the works of the Council of the European Union. At the same time, he supervised the implementation of Community regulations into the Polish legal order. As the person responsible for international cooperation in the field of rail transport, he manages the development of bilateral relations with neighbouring countries, and in the field of rail passenger transport, he coordinates the arrangements for a long-term agreement on the organisation of long-distance passenger rail transport.
