
Jacek Siewiera
Jacek Siewiera – officer, doctor and lawyer, Lieutenant Colonel of the Polish Army, PhD in medicine, expert in national security and dual use and defense technologies. He served as Head of the National Security Office (Secretary of State) in the administration of the President of Poland. As National Security Advisor, he co-created Poland’s defense and armaments policy, and was responsible for strategic international relations within NATO and with key global partners. He led the development of guidelines for the National Security Strategy of Poland and operational documents on deterrence and defense against hybrid and conventional threats.
During his tenure at the Military Medical Institute, he established the Hyperbaric Medicine Clinic – the first military center in Central Europe dedicated to scientific research and treatment of the Armed Forces’ underwater and flying personnel. In 2017, he successfully conducted the pioneering treatment of a MIG-29 pilot from high-altitude decompression sickness using hyperbaric therapy.
As commander of medical missions in Lombardy and the US during the COVID-19 pandemic, he played a key role in international cooperation on state resilience and emergency response. Awarded the U.S. Military Medal of Merit from the State of Illinois and official thanks from U.S. President Donald Trump for his contribution to the fight against the pandemic.
He has been awarded twice the Distinguished Service Cross for Bravery, the Knight’s Cross of the Order of Polonia Restituta, as well as state awards of the Grand Commander’s Cross of the Order “For Meritorious Service to Lithuania” and the First Class Commander’s Cross of the Order of the White Rose of Finland.
His work focuses on the implementation of advanced technologies in the areas of state resilience and national security. He is the author of several patents and industrial designs in the area of dual-use technologies subject to European intellectual property protection.
