Jacek Siewiera, Secretary of State, Head of the National Security Bureau, was born in 1984 in Wrocław. He is a graduate of the Faculty of Medicine at the Piastów Śląskich University of Medical Sciences in Wrocław, as well as the Faculty of Law, Administration, and Economics at the University of Wrocław and the Higher School of Law in Wrocław. He defended his doctoral dissertation at the Department of Forensic Medicine at the University of Medical Sciences in Wrocław. He is a specialist in anesthesiology and intensive care and the author of the first textbook in Poland dedicated to the limitations of life-sustaining technology, titled “Futile Therapy for Physicians and Lawyers.” He graduated with honors from the University of Oxford in the field of “Strategy and Innovation.”

During his military service at the Military Medical Institute, he established the Hyperbaric Medicine Clinic – the first military clinical center in Poland dedicated to treating underwater and airborne personnel of the Armed Forces. He is also the author of the first modular temporary hospitals designed in Poland and several innovative technical solutions in the field of medicine and security subject to European intellectual property protection.

Jacek Siewiera served as the Commander of the Polish Military Medical Mission to the USA in 2020. During a visit to the White House, he received official thanks from the President of the United States for the contribution of Polish medics to combating the COVID-19 pandemic in the USA and was awarded the American Military Medal of Merit of the State of Illinois. He has been twice awarded the Cross of Merit for Valor – in 2018 for undertaking emergency hyperbaric therapy for the pilot of a MiG-29 jet and in 2020 for leading the Polish Military-Civilian Medical Mission in Lombardy during the COVID-19 pandemic. He has also been awarded the Medal for Sacrifice and Courage for services in saving human lives and is a laureate of the Portraits of Polish Medicine. He is the author of publications on rescue and population protection and the founder of the Rescue Center.

Until June 2022, he served in the military profession at the Military Medical Institute with the rank of major. On June 15, 2022, he was appointed by the President of the Republic of Poland, Andrzej Duda, to the position of Secretary of State in the Chancellery of the President of the Republic of Poland, where he dealt with issues such as crisis management and civilian population protection. In the context of work on the population protection act and the state of natural disaster act, he undertook actions related to the exchange and use of Ukrainian rescue service experiences, protection of infrastructure, and solutions serving population protection. He was also involved in matters of international aid to Ukraine, including aid to war refugees and treatment in Poland of Ukrainian soldiers injured as a result of Russian aggression.

On October 11, 2022, President of the Republic of Poland Andrzej Duda appointed Minister Jacek Siewiera to the position of Secretary of State in the National Security Bureau, Head of the National Security Bureau.
