Secretary of State, Government Plenipotentiary for Reform of the Functioning of Research Institutes

Electronics engineer, President of Świdnica for many years, Member of the Sejm of the 8th and 9th term.

In October 2019, elected to the Sejm of the 9th term from the PiS list in Wałbrzych. From 2015 to 2019, also from the PiS list, he was an MP of the 8th term. He chaired the Sejm's extraordinary committee on deregulation. He also sat in the parliamentary committees: economy and development, public finance and the so-called VAT investigation committee.

As a parliamentarian, he worked on the law of 4 November 2016 on amending some laws defining the conditions for conducting innovative activities, known as the "first law on innovation", as well as on the law of 9 November 2017 on amending some laws to improve the legal environment for innovation activities, known as the "second law on innovation".

He was born on 13 December 1957 in Świdnica. In 1981 he obtained his Master of Engineering degree from the Faculty of Electronics at the Wrocław University of Technology. At the same university, in 1988, he completed postgraduate studies in Microprocessor Systems Design, and in 2008 – postgraduate studies in New Technologies. – postgraduate studies in New Public Management at the International School of Logistics and Transport in Wroclaw.

Between 1981 and 1992 he was a constructor in Zakłady Elektrotechniki Motoryzacyjnej in Świdnica. Between 1990 and 1998 – a councillor, Vice-Chairman of the Świdnica Municipal Council. Between 1999 and 2002 he was the Head of the Świdnica Poviat. From 2002 to 2014, for three terms of office, he held the office of Mayor of Świdnica. As mayor he worked closely with local universities. From 2014 to 2015 – a councilor of the Świdnica County Council.
In 2013 he was awarded the Knight's Cross of the Order of Rebirth of Poland. In 2014. Local Government Oscar – Grzegorz Palka award. In the same year, he received the Jan Kiliński Gold Medal for his services to the Polish craft and the Lower Silesian Griffins – Economic Award. Successively in 2012, 2013, 2014 he received the Golden QI Emblem, QI Pearl, and in 2009. – Lower Silesia Key to Success.

Actively involved in social activities. Since 1984 in the Foundation to Aid Poor Children "Ut unum sint", since 1990 as its President. He also supports, among others, St. Brother Albert's Society. For many years he has been the chairman of the "Świdnica Self-Governing Community" Association. From 2001 to 2007 he was president of the Sudeten Association of Economic Initiatives, which he co-founded.

On December 5, 2019, appointed as Secretary of State in the Ministry of Development, he served as such until April 16, 2020. From April 16 to October 19, 2020, he served as Minister of Science and Higher Education.

He served on the Board of the Łukasiewicz Research Network.

He is fluent in German.

He is married and has a daughter and a son
