BIO

At the Ministry of Climate and Environment, he oversees the Department of Renewable Energy Sources and the Department of Electromobility and Hydrogen Economy, as well as the Energy Institute in Warsaw and the Oil and Gas Institute in Krakow. Government Plenipotentiary for Renewable Energy Sources. Member of the Sejm of the Republic of Poland of the 8th and 9th terms.

In the Sejm of the Republic of Poland of the 8th term, he worked in the Committee on Energy and the Treasury, the Committee on Local Self-Government and Regional Policy, where he chaired the Permanent Subcommittee on Regional Policy, the Committee on Infrastructure and the Committee on Justice and Human Rights.

In 2016-2020, he was a member of the Public Service Council to the Prime Minister.

In 2020-2021, he initiated the process of concluding sectoral agreements in Poland for the development of offshore wind energy, biogas and biomethane sector, photovoltaic sector, hydrogen economy, which aim to build new industries, with a particular focus on industry, based on local content (Polish contribution) and the creation of value chains, from research and development of technologies, through the implementation and commercialization of patents, to their widespread use in the country and expansion into foreign markets. Initiator of the creation and co-creator of the Polish Hydrogen Strategy and the ecosystem of hydrogen valleys in Poland.

Promoter of the development of renewable energy sources, distributed energy, energy storage, including ESP, electromobility and hydrogen economy, and increasing energy efficiency in power generation, transportation, industry and construction. Co-author of the pilot program for thermo-modernization of multi-family buildings in the Lower Silesian province.

He graduated from the Faculty of Law and Administration at the University of Wroclaw and completed postgraduate studies at the Wroclaw School of Banking. He served his legal training at the OIRP in Wałbrzych. Legal Counselor. He ran his own office of legal counsel. Worked in the legal department of a commercial law company listed on the Warsaw Stock Exchange. Local government official – in 2006-2011 he was deputy mayor of Świebodzice.

Member of the Law and Justice party. In 1996-1997, member of the Polish Reconstruction Movement party – member of the Wałbrzych district board. In 1986-1990, participant in the youth resistance movement – Independent Youth Movement, collaborator with Solidarity Fighting Party.
